R&L Changing Lives (R&L) is a community based non-traditional client-oriented organization. We offer flexibility and accessibility to clients who have histories on noncompliance through clinical treatment recommendations.

R&L is a licensed Psychiatric Rehabilitation Program for Adults and Children, that provide services that ensures that consumers in our program receive quality mental health services. This is achieved through the regulatory process as governed by the Code of Maryland Regulations (COMAR) Title 10 Department of Health and Mental Hygiene Subtitle 21 Mental Hygiene Administration. DHS is in full compliance of the requirements.

The agency works collaboratively with other community based mental health programs, Department of Juvenile Services, Department of Social Services, Maryland Court Systems, and social workers to identify those clients in need of immediate psychiatric rehabilitation interventions.

R&L Changing lives seeks to deliver services that include:

  • Increasing the ability of the consumers to function and remain in his or her own community.
  • Helping to stabilize the consumers' psychiatric or emotional symptoms in a less restrictive setting.
  • Teaching the client positive ways of managing and coping with their symptoms.
  • Reducing social isolation in children with persistent psychiatric symptoms through the creation of therapeutic environments which are warm, supportive and interactive.
  • Increasing the consumers' self-esteem and self-concept through the development of life skills and adaptive abilities.

In order to be admitted into the program, the client must:

  • Be referred by a mental health professional.
  • Has to be receiving ongoing clinical services at the time of referral.
  • Must have an AXIS I diagnosis indicating a severity of psychiatric symptoms that indicate the need for psychiatric rehabilitation services.

*Services must be pre-authorized through Beacon Options Maryland and meet all requirement of COMAR regulations.
